Authoritative v23 technical record
Fine structure / 1/137
v23 fine-structure record with the frozen electroweak value, conditional HVP transport, blind checkpoints, failure rule, and branch-specific open boundaries.
Non-executable global research record
The later upstream/EW + HVP branch is retained as research, not CURRENT/LIVE executable output.

Conditional Thomson transport
The final low-energy transport is explicitly conditional on a separately sourced HVP input.

Historical blind checkpoints
Row 27 still reproduces the earlier blind program without promoting it to the final endpoint.

Failure condition
The claim has an explicit integrity boundary.
Holdout leakage or another blind-contract violation, failure of the frozen upstream/EW chain, or failure of the stated conditional HVP transport invalidates the corresponding claim.
Open boundaries
Each branch retains its own unfinished handoff.
Executable Row 27: the final source-complete electroweak/GRIFFIN handoff and Jacobian remain OPEN; preserved endpoint-calibrated GRIFFIN diagnostics are not that completion. The separate UV/GUT route requires independently derived heavy-threshold boundary data.
Later non-executable HVP research branch: a complete first-principles no-external-hadronic-input endpoint requires a source-complete nonperturbative light-quark HVP/current-current calculation with controlled continuum and volume limits plus common short-distance matching. v23 does not claim a complete first-principles derivation of 1/137.
