Failure condition
The falsifier is defined at the actually tested scope.
Row 21 fails if no allowed point remains in the tested comparison region. The broader physical 6–60 μeV claim is falsified only if the declared mass/coupling window is jointly excluded at the stated 95% confidence criterion.
Open boundary
Coverage and promotion remain separate jobs.
Source-complete 6–10 μeV exclusion/likelihood coverage is still required. The 10–40 μeV interval remains a Candidate unless separately justified evidence supports promotion.
Evidence boundary: Internal PASS and reproduced execution do not by themselves mean independent implementation or scientific validation.
